With effect from January 1, 2008, the U.S. Department of State has revised the worldwide nonimmigrant Machine Readable Visa (MRV) fee from $100 to $131.

A notification on the U.S. Embassy in New Delhi’s website (dated December 14, 2007) clarifies that the existing MRV application fee receipts (purchased for US$ 100) will expire on January 31, 2008. i.e. the applicant should appear for his visa interview before January 31, 2008. If a person holding the MRV receipt for US$ 100 appears for a visa interview after January 31, 2008 then s/he should carry a demand draft for the INR equivalent of US$ 31 favoring the appropriate US Consulate or Embassy. This clarification is only for receipts purchased on or before December 31, 2007. If a person purchases a receipt on or after January 1, 2008 it will be US$ 131 irrespective of the date of visa interview.

The notification clarifies that the U.S. Missions in India will not be able to increase the number of visa appointments in January, and advises applicants who have not yet purchased a MRV fee receipt from HDFC bank to wait until 2008 and pay the revised application fee to avoid inconvenience of obtaining a separate demand draft for the equivalent of US$31 after January 31, 2008.

This notification highlights that the fee adjustment is the first since 2002 and is a result of additional costs of administering nonimmigrant visas services and that this fee correlates with domestic inflation in India since the last increase in 2002, the fact the visa fee is rendered less expensive in real terms by the recent appreciation of the rupee, and the elimination of the $50 reciprocal visa issuance fee in 2006.
